Is 39c in the BIOS a high temp?

for what part? A hard drive? a cpu? a gpu? motherboard? And what technology (p4, c2d, i7 etc.)?

generally no... but try to provide a little more information next time. :D
gpu's get hot after 85C
cpus i would consider hot after 70-75C

yeah that is correct.. a phase change cooler is basically a 24/7 extreme cooler.. its not like LN2 which is only temporary.. but with PHC you have to fill your cpu socket and surrounding mobo with grease or Vaseline in order to prevent shorts.
